Land Use Meeting Room

Members present:  Neal Carpenter, Dick Ferren, David Lane, Rose Fitzgerald Casey, Tim Flanagan and Joe Strauch

7:30 p.m. Shakespeare and Co., Inc. NOI 70 Kemble St., Map 7 Lot 22, theatre renovations and related site work. Continued from September 21, 2006.  Rob Hoogs of Foresight Land Services reviewed the previous presentation.  

Mr. Hoogs stated that there would be a reduction of about 13,000 square feet of gravel and pavement through reconfiguration, removal or reduction with this plan.  Parking will be more organized and a very old drainage system will be improved.  The only impact on wetlands is an existing drainage ditch that is wet and contains some wetland plants.  The existing driveway, in order to create a new entry way, will be moved, and will go across this ditch.  This will require alteration of 1150 square feet to replace the 960 square feet of ditch.  Rob went into extensive detail explaining how this will improve the quality of water going into the storm water basin.

The existing entry structure on the west side will be removed, the surface will be re-graded.  This area will be used for bus parking with electric hook up.  This will allow the buses to run the air conditioners without having to idle their engines.   If Shakespeare cannot do this immediately due to financial constraints, their plan is to use the existing gravel area

The utility plan was reviewed illustrating the proposed work.  Mr. Hoogs said that the proposed measures will substantially improve the drainage conditions and reduce in the runoff the amounts of suspended solids. The water quality will be improved as it leaves the site.

Mr. Hoogs addressed errors in the sediment removal work sheet Tim Flanagan had questioned at the previous hearing.~ Mr. Hoogs said that the calculations now start at 100 %, rather than 90%. He has taken out the 10% reduction for street sweeping, which is the cause for the error discovered at the last meeting.

Dave Lane made a motion to accept the plan as presented.  Mr. Flanagan seconded the motion and the Commission approved.6-0.

Other business:
·       Laura Saldarini has attended the last two meetings and has requested to become an alternate member of the Conservation Commission replacing Heidi Ferren.  
·       Luke Peters, a student of Dick Ferren, was also present.
·       Lenox Dale Ball Field:  There is an intermittent stream on this property.  Before any work can be done, a Notice of Intent must be filed.  Neal will call the Town Manager.
·       Scenic Mountain Act:  A time for continued discussion on this matter has been set for October 19, 2006 at 8:00 pm.
·       Joe Strauch reported that he represented the Conservation Commission at the Growth Management/All Boards meeting.  He said that the Winstanley project has been reduced, and Saratoga, a development company interested in the Hashim property (Brushwood Farms) has decided not to pursue plans.  (They had appeared informally before the Planning Board in the summer.)

Site visit:  Almic, RDA, on October 11, 2006 at 5:00 p.m.  This hearing will be held on October 19, 2006 at 7:30 p.m.
